The Demand Side Response to Multi-zone Tariffs. Consumer Test Results

Abstract

Advanced Metering Infrastructure (AMI) is a technologically advanced solution currently implemented by the most innovative distribution system operators. ENERGA-OPERATOR SA set about preparing for smart metering implementation in 2010. So far the company has installed over 400,000 meters in its area, and plans to install a further 450,000 in 2015. Kalisz, the first fully AMI-covered city in Poland, was chosen for an in-depth analysis of the system. In particular, a consumer test was conducted there with the intention of answering the question about the strength of the demand side response to multi-zone tariffs and power reduction. Conclusions from the year-long test show the demand side response to multi-zone tariffs – i.e. the maximum temporary percentage reduction of energy consumption in the time zone with the tariff raised by a min. of 80% – stays within the 5–15% range. In the case of power reduction (the maximum temporary reduction of energy consumption in the time zone when the power available to a household is limited to 1 kW) – the demand side response stays within the 10–30% range.
